The Occitanie Région, located in the south of France, is one of the largest and most dynamic regions in France. It is the result of the merger of the former Languedoc-Roussillon and Midi-Pyrénées regions in 2016. The includes 13 départements, stretching from the Mediterranean Sea to the Pyrenees mountains.
The Occitanie Region is the 5th most populous region in France (almost 6 million inhabitants), the second largest in France (almost 73,000 km²), and the fourth richest region in France in terms of wealth created (regional GDP of 182.5 billion euros in 2021 and 600,000 businesses present in the territory).

The Occitanie Région is responsible for economic development, regional planning, inter-urban mobility, the management of secondary schools, apprenticeships and vocational training, as well as culture, sport, the promotion of regional languages, popular education and tourism. Much of the European funding received by the region is earmarked for employment and agriculture.
The Occitanie Région wanted to modernise its information systems by migrating from old environments that had become difficult to maintain, while retaining simplified management autonomy, thanks to NoCode tools such as TimeTonic.

Based on requirements that had already been clearly expressed, the speed of implementation meant that in just 2 months we were able to produce an operational service that met the expected criteria...

What's more, the solution has enabled us to take into account, in record time, new requirements that had not previously been identified, such as the management of services rendered or additional parameters relating to the administrator domain.
When the Languedoc Roussillon and Midi Pyrénées regions merged in 2016, major efforts had to be made to pool the mainframe systems used at the two sites. Now that this work is virtually complete, the teams in the Information and Digital Department can focus on small and medium-sized applications, with a view to refocusing its activities within the department, thereby combating shadow IT, and promoting the replacement of old applications that no longer benefit from updates.
The following implementation project was carried out in collaboration with the Region's Information Systems teams, around an application for monitoring and financial control of mandate contracts. With the support of a TimeTonic project team, the project was completed in just a few months through a series of workshops.
The general agency agreements for a works operation (fixed assets) are drawn up to delegate to an agent the tasks relating to public contracting, while managing interactions with private contractors, in the name and on behalf of the Occitanie Region.
The tool implemented centralises and enables the monitoring and management of the associated assignments between different employees in a simple way and in line with their business processes.
Consolidation in the form of a Dashboard produces an annual summary of the advances associated with each statement, as well as expenditure tracking for verification actions and supporting documents.
